Application filed u/s 86 (1)(a)&(b) and all other provisions available in the Electricity
Act, 2003, for determination of Bulk Supply Price for the year 2008-09, filed by Grid
Corporation of Orissa Ltd. (GRIDCO) before the Orissa Electricity Regulatory
Commission, Bhubaneswar

- Grid Corporation of Orissa Ltd. (GRIDCO) has submitted on 30.11.2007, its
Application to the Orissa Electricity Regulatory Commission for determination of
Bulk Supply Price for the year 2008-09 which has been registered as Case No.61
/2007. The application has been filed under Section 86(1)(a)&(b) and other
applicable provisions of the Electricity Act, 2003 read with OERC (Terms and
Conditions for Determination of Tariff) Regulations, 2004 and OERC (Conduct of
Business) Regulations, 2004. The Commission has decided to take into
consideration the aforesaid Revenue Requirement and Bulk Supply Price
Application for the year 2008-09 through a public hearing.
- Copies of the aforesaid filings together with supporting materials along with
the related documents as mentioned in Para (1) above are available with Sr.
G.M (PP), GRIDCO Headquarters, Bhubaneswar. This public notice along with
the details of filing and relevant matters may be downloaded from the GRIDCO's
website www.gridco.co.in as well as the Commission's website www.orierc.org.
- The Bulk Supply Price is applicable for supply of power to Distribution Licensees.
The proposed Bulk Supply Price application for the Financial Year 2008-09
contains details regarding demand charges, energy charges, charges for over-drawl
of energy, rebate and delayed payment surcharge.
- The rates and charges proposed are printed herewith for the information of the
general public.
- (a) Interested persons may inspect/peruse the relevant records pertaining to the
matters enumerated in Para
(1) above and take note thereof at the office mentioned
at Para
(2) above, during office hours on or before 10.01.2008 by making a plain
paper application to the aforesaid authorities.
(b) A summary of the proposal will be posted in the Commission's website after
01.01.2008 for general reference.
- The salient features of the Revenue Requirement and Bulk Supply Price
Application as mentioned in Para (1) above shall be available to the interested
persons from the office mentioned at Para (2) above on payment of the
photocopying charges, (Rs.30/-) on or before 10.01.2008.
- The said salient features as submitted by the licensee include:-
(a) Write up on the application.
(b) Abstract of least cost power procurement (TRT-22).
(c) Price revision proposal including the expected revenue (TRT-24).
(d) Proposed Bulk Supply Price schedule.
(e) Calculation of revenue requirement (TRF-5).
- A full set of the Revenue Requirement and Bulk Supply Price Application for the
year 2008-09 can also be obtained within office hours on or before 10.01.2008 from
the office of the Sr.G M (P.P), GRIDCO Head quarters on payment of the
photocopying charges, (Rs.100/- per set of the application).
- Suggestions/objections, if any, together with supporting materials may be filed before the SECRETARY, ORISSA ELECTRICITY REGULATORY COMMISSION, BIDYUT NIYAMAK BHAVAN, UNIT-VIII, BHUBANESWAR-751012 in person or through Registered Post/Courier Services
only so as to reach him on or before 10.01.2008 positively.
(a) The suggestions/objections should be filed in six copies and should carry full name and postal address of the person/ organizations/ institutions sending the suggestions/objections and shall be supported by an affidavit.
(b) To facilitate larger participation, the Commission has decided that interested persons who find it difficult to submit an affidavit at the time of filing of objection/suggestion may do so before the Oath Commissioner,
OERC on or before date of hearing in support of his filing. However, the objections should have been received on or before the above mentioned due date in the office of the Commission. A copy of the said suggestions/objections along with relevant documents shall be served on the undersigned.
(c) There shall be clear indication if the suggestions/objections are being filed on behalf of any organization/institution representing any category of consumers. It should also be specifically mentioned, if it is to be heard in person by the Commission.
(d) Suggestions/objections received after the date mentioned above or those which will prove deficient on any or more of the above points may not be admitted for hearing. Only those objections/suggestions supported through
affidavit will be taken up for hearing.
- As directed by the Commission, the date of hearing shall be duly published in the
Newspapers and also communicated to the parties whose objections are admitted.

Proposed Bulk Supply Price Schedule of GRIDCO for carrying out
Bulk Supply Activity for 2008-09
|
- Bulk Supply Price:
This is applicable for supply of power to Distribution and Retail Supply Licensees.
The total charges shall be calculated by summation of following charges stated in
Para (a) to (e) below as applicable:
a) GRIDCO proposes to recover the entire Annual Revenue Requirement through Energy Charges of 184.39 p/u only.
b) Charges for Over drawal in energy:
- Any excess drawal of energy by a Distribution and retail supply Licensee
over and above the approved drawal would be payable at a cost of
imported power on monthly basis.
c) Rebate:
On payment of the monthly bill, the Retail and Distribution licensees shall be entitled to a rebate of:
- 2% rebate on monthly bill if full payment is made within 2 (two) working days of submission of bill.
- 1% rebate on monthly bill if full payment is made within 30 days from submission.
d) Delayed Payment Surcharge:
- The monthly charges as calculated above together with other charges
and surcharge on account of delayed payments, if any, shall be payable
within 30 days from the date of bill. If payment is not made within the
said period of 30 days, delayed payment surcharge at the rate of
1.25% (One point two five percent) per month shall be levied pro-rata
for the period of delay from the due date, i.e. from the 31st day of the
bill, on the amount remaining unpaid (excluding arrears on account of
delayed payment surcharge).
e) Duty and Taxes :
- Electricity Duty levied by the Government of Orissa and any other Statutory levy/ Duty/ Tax/ Cess / Toll etc. imposed under any law from time to time shall be charged over and above the Bulk Supply Price.
